Under 1/2 to full load, if you set the governor to 59-60 hz- when you disconnect the load the engine immediately jumps to 63-64 hz. If you set the hz to 62hz at no-load the hz drops to 56-57 at 3/4 load. So it appears the range of no-load and full load hz is too large.
